This work started in 1994 when Dr. Hebert was invited by Partners in Progress of Little Rock, Arkansas to conduct a business seminar in Bucharest.  Here students and the seminar leaders are getting ready to leave the airport in Little Rock, Arkansas.  Typically ten to fifteen people participated in the seminars.  These seminars were offered  through the Church of Christ in Bucharest.  These seminars were used to introduce the church and its work to young people in need of developing business skills.  The outreach programs were used as a vehicle through which relationships could be established and upon which Bible studies could be initiated.    Later, these seminars were co-sponsored by the Bucharest Chamber of Commerce and Industry, by the AIESEC of Bucharest, and by the Mincu Institute of Architecture located within the University of Bucharest.

Topics presented included helping young people “see” an opportunity around which a business might be built.  From this they were assisted in writing a business plan for their idea.  Later seminars focused upon managing a small business and developing financial planning and forecasting methods to build a small business.
